The study presents a Total Resource Management (TRM) model for achieving carbon neutrality in the construction industry in Vietnam, utilizing a hybrid approach that combines the fuzzy Delphi method, fuzzy decision-making trial and evaluation laboratory, and analytical network process to establish a verified hierarchical model, highlighting key attributes such as low-carbon technology, organizational capability, external constituency, intelligent methods, financial resources, and collaborative innovation networks for performance improvement towards carbon neutrality.
