Introducing the Carbon Neutrality Scenario (CNS) on the 8th ASEAN Energy Outlook

The ASEAN Climate Change and Energy Project Phase II (ACCEPT II), supporting the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC), plays a pivotal role in advancing ASEAN’s regional climate and energy goals. Through capacity building, knowledge dissemination, and policy advocation, ACCEPT II actively drives transformative solutions to address the need for decarbonisation and energy transition across ASEAN. 

The ASEAN Energy Outlook is a critical document towards the final year of the APAEC 2016-2025 Phase II (2021-2025) and will guide the development of the next cycle of the APAEC, providing analysis regarding ASEAN’s energy trends and projection as well as policy recommendations in the energy sector. The 8th edition of AEO (AEO8) monitors the region’s energy ambitions by presenting a comprehensive analysis of the current state of ASEAN’s energy landscape. Projections for several plausible future scenarios are presented, providing data-based insights into the evolution of ASEAN’s energy landscape until 2050. The outlook also expands from the energy sector by including socio-economic impacts of each presented scenario and addresses critical areas such as employment, greenhouse gas emissions, energy financing, and land use for renewable projects including biofuels, wind, and solar.  

One of ACCEPT II’s outcomes is to enhance ASEAN’s capacity for a low-carbon economy.  

In this edition, a new scenario is introduced, highlighting regional efforts to achieve carbon neutrality. ACCEPT took the lead in the modelling of Carbon Neutrality Scenario (CNS) included in the 8th ASEAN Energy Outlook (AEO8), with close consultation with the ASEAN Member States (AMS). The document was formally launched during the 42nd ASEAN Ministers of Energy Meeting (AMEM) and Associated Meetings, held in conjunction with the 24th ASEAN Energy Business Forum (AEBF-24) in Vientiane, Lao PDR on 27 September 2024.

The Carbon Neutrality Scenario is one of the scenarios launched at the AEO8 with the perspective to reduce carbon emissions. This new scenario emphasises the role of technology in supporting ASEAN Member States’ progress to reduce emission.  Additionally, the scenario aims to support ASEAN’s projection on potential low-carbon emission technology in the region. Meanwhile, other scenarios also applied in the AEO8, namely the Baseline Scenario (BAS), ASEAN Member State (AMS) Target Scenario, and the Regional Aspiration Scenario (RAS).  In line with Lao PDR’s ASEAN Chairmanship of 2024, ACCEPT also led a joint study entitled An Energy Sector Roadmap to Net Zero in Lao PDR. This initiative intended to support Lao PDR’s climate targets within their updated Nationally Determined Contributions (NDC).  

Moving forward, more improvement will be made to enhance the carbon neutrality scenario. Further analysis regarding GHG emissions, national strategy and effort would also be part of this scenario.
