Singapore – The 2^nd APAEC Drafting Committee (ADC) Meeting and Regional Energy Policy & Planning Sub-Sector Network (REPP-SSN) meeting was held in Singapore from 28 to 29 May 2019 and attended by ADC focal points and REPP focal points as well as ASEAN Centre for Energy (ACE), ASEAN Secretariat (ASEC) and the invited dialogue partners.

During the ADC meeting, the participant discussed the progress of the preparation of the APAEC phase II document 2021-2025, such as the proposed outcome-based strategies (OBS) and action plans (AP) that planned to include in the document. The meeting also discussed the timeline and way forward of the document preparation.

In the next day, a series of the meeting continued to the 18^th REPP-SSN meeting. The participant reported the achievements of each Program Areas (PA) under the APAEC 2016-2025 Phase I: 2016-2020.

Each Chair of the Program Areas reported their respective achievement status to the other REPP focal points. Besides that, the meeting was also able to hold the short “Workshop on optimizing investment frameworks” in a specific theme on “How to build a bankable Power Purchase Agreement (PPA)”.

ASEAN Climate Change and Energy Project (ACCEPT) as an international cooperation project between the ASEAN Centre for Energy (ACE) and the Norwegian Institute of International Affairs (NUPI), under the Norwegian-ASEAN Regional Integration Programme (NARIP), was able to participate in both mentioned event above with bringing aims of bridging the silos between energy and climate issues.

As one of the deliverables of the project is to support the development of APAEC Phase II documents, then through the ACCEPT Project Manager, Mr Beni Suryadi, ACCEPT presented the progress of the proposed approach to include the climate-energy nexus in the APAEC phase II document.

Accompanied by the research analyst Mr Muhammad Rizki Kresnawan, ACCEPT team discussed the importance of incorporating the energy-climate nexus as the primary consideration in drafting that pivotal document.

The findings of the project will provide inputs and recommendations in improving the Phase I of the APEAC, in terms of Outcome-based Strategies (OBS) and Action Plans (AP) of the program area 6, Regional Energy Policy & Planning (REPP), and the robust and comprehensive synergy of climate-energy policy.

During the meeting, the ADC and REPP focal points have shown their supports to the ACCEPT project and requested ACCEPT to continue as per planned outcomes. This continues support expected to help ASEAN to consider more the climate change towards the global commitments on the Paris Agreement as well as Sustainable Development Goals (SDGs).
