Call for Interest Round 2: ASEAN Thematic Papers on Energy and Climate Change

The ASEAN Centre for Energy (ACE) and Norwegian Institute of International Affairs (NUPI), through the ASEAN Climate Change and Energy Project (ACCEPT), invites the submission of interest to develop research papers on energy and climate change in ASEAN.

The ASEAN Climate Change and Energy Project (ACCEPT), the first energy cooperation project in collaboration with the Norwegian Government under the Norwegian-ASEAN Regional Integration Programme (NARIP), aims to support ASEAN in improving the coherence between the ASEAN energy and climate policies and contribute to more climate-friendly development of the energy sector.

One of the activities is producing various thematic papers on cross-cutting energy and climate issues in ASEAN. Topics of the papers are developed to support the ASEAN Plan of Action for Energy Cooperation (APAEC) – a regional blueprint on energy cooperation, and the sustainable energy transition in the region. The papers can employ quantitative or qualitative methodologies, in all cases policy relevant.

The priority list of the topics is identified, but also open to original proposal. In any case, it should address the climate issue in one of the seven APAEC Programme Areas, namely: ASEAN Power Grid (APG), Trans-ASEAN Gas Pipeline (TAGP), Coal and Clean Coal Technology (CCT), Energy Efficiency and Conservation (EE&C), Renewable Energy (RE), Regional Energy Policy and Planning (REPP), and Civilian Nuclear Energy (CNE).

  • Expected deliverables are a full version of the research published as an article in an academic journal with peer review and or as a report; a short policy brief (3-5 pages) based on the article, and presentation at ACE’s events (online or face-to-face subject to the situation,).
  • Researchers will team-up with co-authors from ACCEPT team, and the deliverables will be principally owned by ACCEPT.
  • Financial compensation of up to USD 8,000 per paper will be awarded for the selected proposals according to the scope of work and research plan, and the payments will be made on the basis of the completion of the deliverables only. Travel cost for the designated event to present the paper, if any, will be provided by ACCEPT.
  • The duration of the research is 2-6 months. This call is open up to May 2021 (subject to budget availability), however the deliverables must be completed by August 2021.

Interested researchers shall submit their CV, two recent published (or working) papers, and 2-page (max) proposal that clearly lay out the research question, methodology, possible data sources, relevance to the theme of the project (or the selected priority topic), and indicative budget to:

(2) Policy brief on “ASEAN’s first move towards limiting CO2 emissions from coal-fired power plant”.

(3) Presentation at relevant ASEAN’s meeting.

Developing indicators for tracking action on energy related climate change mitigation policies To help ASEAN countries understand the best approaches to take for measurement when developing policies to mitigate climate change. The report will focus on energy, but there will be read across from the main principles to other areas. An introductory report that cover, at least, the following points:

(1) Introduction (Purpose of Indicators, Essential data needs, involvement of statisticians in policy making, Why monitor)

(2) Creating Indicators (Baselines, Measurement, Error and uncertainty)

(3) Types of indicators (Percentage change vs specific goals, Making targets meaningful and specific, Communication on indicators, understanding change)

(4) Recommendation and Way Forward.

Lesson-learned of Vietnam’s Success Story in Boosting RE investment (1) Provide insight behind the successful FiT and Auction implementations and lay out the detail policy and regulatory framework for RE in Vietnam.

(2) Provide insight of what Vietnam do differently in terms of policy & incentive support from other ASEAN countries that leads to a major success.

(3) Provide insights for AMS on how to achieve investment in RE sector at this critical time from the lesson-learned of Vietnam success story

The nationally determined contributions of the Southeast Asian countries under the Paris Agreement: challenges and opportunities in the energy sector (1) Reviews and compares the nationally determined contributions (NDCs) of the member states of the Association of Southeast Asian Nations (ASEAN) under the Paris Agreement. (1) One article completion for submission to an academic journal with peer review.

(2) One spin-off policy brief for ASEAN Member States (AMS) to summarize the article.

(3) One public presentation of the results at one of the ACE/ACCEPT project events (tentatively in Q2/2020).

Realising ‘Just Energy Investments’ (JEI) across the ASEAN region (1) To explore the different tools been realised via law but that emanate in particular from accounting and taxation which needs to be in place that can deliver on climate and energy goals for 2030, 2040 and 2050.

(2) The study should look at issues across: (1) access to green finance (2) innovation in finances; (3) barriers to new technology; and (4) challenges from incumbent conventional companies.

Economic Prospects of Blue Hydrogen Energy with Carbon Capture and Storage in ASEAN (1) This study shall comprehensively evaluate the economic feasibility of blue hydrogen economy in ASEAN. Specifically, it investigates the economics of hydrogen energy applied in both the transport sector and the power sector in ASEAN.

(2) The developed models for power and transport sector shall access the carbon emission potentials, the possible economic implications of carbon emission reduction if carbon pricing could apply in ASEAN, besides the possible economic gaps to be filled by supportive policies at early stage of developing hydrogen energy.

Moving beyond NDCs: An Analysis of climate change mitigation scenarios in the ASEAN power sector

This study aims to model and assess the future of the ASEAN power system under the energy-climate nexus perspective. This study will further explore scenarios for achieving the 2 °C Paris Agreement scenarios, going beyond the current NDC targets.  A full report or academic journal paper, a short policy brief (2-3 pages) based on the article, and presentation at ACE’s events (subject to the situation, event will be conducted online or face-to-face). Assessment on the regional needs on energy-climate programme to implement NDC (1) To identify the needs and interests related to energy and climate change of stakeholders in the ASEAN Member States at national both and regional levels to implement NDC on energy sector.

(2) The study should involve interview with various stakeholders, such as but not limited to national focal points, policy makers from energy (Ministry of Energy) and climate change (Ministry of Environment, or other dedicated government agency on climate change), regional entities, etc.
