ASEAN Centre for Energy (ACE) will host ACE Virtual FGD Series with a theme “Energy-Climate Nexus”.

One of the FGD topics will be “Role of Energy in Raising the Ambition for NDC”.

Objective

The objective of the ACCEPT FGD series is to create an information-sharing platform for ASEAN policymakers from the energy and climate/environmental sectors that would strengthen the policy coherence. In this third FDG, the discussion topic is on energy in NDC. This FDG will provide insights on the role of low-carbon energy transition and energy efficiency measures in the NDC.

Highlights

1. Insights on the status of NDC implementation and enhancement process, also other activities leading to COP26, with additional focus on the roles of energy in climate action
2. Insights on the critical roles of energy policies in ASEAN member states on Paris Agreement and the NDCs
3. Discussion on measures to improve the synergy between energy and climate policies towards the achievement of NDCs target and APAEC targets

Speakers

Dr Isabelle de Lovinfosse – Head of Southeast Asia COP26 Strategy – British High Commission Singapore

Dr Isabelle de Lovinfosse works for the British Government as the Head of South East Asia COP 26 Strategy, based in Singapore. She works with the diplomatic network, businesses, NGOs, and experts in the region, galvanising actions in preparation for COP26 and championing a low carbon, resilient, and sustainable growth in South East Asia.
Isabelle is a climate change and energy policy expert with over 15 years of academic, consultancy, and public sector experience. Before moving to South East Asia, she was a senior policy adviser with the British Government in London on energy market reform, industrial decarbonisation, and European negotiations. Prior to that she was an energy and climate consultant in London.
Isabelle holds a PhD in Political Science from the University of Louvain (Belgium) and was Associate Lecturer in International Environment Policies at the Open University in London. She is now a Lecturer at the NTU S. Rajaratnam School of International Studies in Singapore, teaching “Energy and Environment Issues”.

Ms. Melissa Low – Research Fellow – Energy Studies Institute, NUS

Melissa Low is a Research Fellow at the Energy Studies Institute, NUS. She has participated in the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP) for over a decade and is active sustainability thought leader, authoring, publishing, and presenting at various forums. She is the Designated Contact Point for NUS’s accreditation to the UNFCCC and serves on the nine-member Steering Committee of the Research and Independent Non-Governmental Organisation (RINGO) Constituency under the UNFCCC. Melissa provides policy analyses and conducts workshops for various stakeholders to improve understanding of the implications of the Paris Agreement and countries’ progress in meeting their climate pledges. Her current research focus is on transparency of climate action and reporting in Southeast Asia. Melissa holds an LLM in Climate Change Law and Policy (with distinction) from the University of Strathclyde, MSc in Environmental Management, and BSocSci (Hons) in Geography from NUS. For her Master’s thesis on past and contemporary proposals on equity and differentiation in shaping the 2015 climate agreement, Melissa was awarded the Shell Best Dissertation Award 2013. She is currently pursuing a PhD part-time at the NUS Department of Geography.

Mr. Cheah Sin Liang – Lead Coordinator for Climate Negotiations – National Climate Change Secretariat Prime Minister’s Office, Singapore

Mr. Cheah Sin Liang (Deputy Director, International Policy) is responsible for coordinating the Singapore Government agencies’ efforts at international climate change fora, including the United Nations Framework Convention on Climate Change (UNFCCC). He leads the International Policy team in the National Climate Change Secretariat (NCCS), under the Strategy Group, Prime Minister’s Office. NCCS is responsible for developing and coordinating the implementation of Singapore’s domestic and international policies and strategies to tackle climate change. Apart from representing the Singapore Government at the UNFCCC negotiations, Sin Liang has served as the Chairman of a UNFCCC international expert group tasked with assisting developing countries to build capacity for reporting and review of their emissions data and climate actions. Between 2016 and 2018, he also served as a co-facilitator for negotiations on implementation guidelines for mitigation pledges under the Paris Agreement. Mr. Cheah’s career in the civil service spans over 20 years, handling international relations and negotiations roles in various government ministries and statutory boards.

Mr. Hoang Van Tam – Deputy Head of Climate Change and Green Growth Office – Ministry of Industry and Trade (MOIT) Vietnam

Mr. Hoang Van Tam currently is the Deputy Head of Climate change and Green growth Office under the Steering Committee’s Ministry of Industry and Trade (MOIT) of Vietnam about climate change and green growth for the energy and industry sector. Mr. Hoang Van Tam has been working as Vietnam 2050 Calculator project Manager since 2014 where the first 2050 Calculator developed and running since then the 2050 Calculator NDC is upgrading. He has been engaged to the climate change and green growth issues under the MOIT for over ten years. He has been the focal person who is in charge of working various topics related to climate change and green growth such as negotiation process in the Conference of Parties of UNFCCC, sustainable development and low carbon program on energy and industrial sector, developing and updating NDCs development for energy sectors and NDCs implementation mechanism such as carbon pricing, carbon crediting instrument, emission trading.

Ms. Katunchalee Thammakul – Director of Policy and Strategy Section – Office of Natural Resources and Environmental Policy and Planning (ONEP) Thailand

Ms. Katunchalee Thammakul is the Director of Policy and Strategy Section, Climate Change Management and Coordination Division at the Office of Natural Resources and Environmental Policy and Planning, Thailand. She is responsible for developing and implementing national climate change plans such as Climate Change Master Plan 2015 – 2050, Thailand’s Nationally Determined Contribution Roadmap on Mitigation 2021-2030 and National Adaptation Plan.
