Key Highlights

• Global Mutirão: Uniting Humanity in a Global Mobilisation Against Climate Change: COP30 introduced a people-centered approach to global climate action through Mutirão, a concept introduced by Brazil to emphasise collective action and a implementation-oriented focus. These principles were reflected in the Belém Package, which recorded a set of formal decisions adopted at the conference that prioritise coordinated implementation.
• ASEAN at COP30: The First ASEAN Pavilion and Coordinated National Climate Action: ASEAN hosted its first pavilion at COP30, providing a dedicated dialogue platform to present the region’s contribution to global climate action. A series of curated thematic sessions highlighted the AMS’ commitments and collective efforts to address climate change.
• ASEAN’s Third Round of Nationally Determined Contributions: ASEAN, through its Joint Statement on Climate Change to the UNFCCC COP30, reaffirmed its strong political will through the submission of updated NDCs. These renewed plans will collectively determine the achievement of the Paris Agreement, global peaking of greenhouse gas (GHG) emissions well below 2°C above preindustrial levels, and limiting the temperature increase to 1.5°C above preindustrial levels.
• Moving Forward: Putting Just and Inclusive Principles at the Core of Energy Transition and Climate Action: COP30 recognised that the central challenge of climate action is no longer setting new goals but delivering on what has already been agreed on prior agendas. In particular, he conference highlighted the need for improved implementation, clearer accountability, and more support for developing countries with limited capacity building and financing. ASEAN Pavilion proclaimed the region’s growing readiness to contribute to implementable roadmaps and partnerships, while also addressing regional priorities.
