Timor-Leste maintains the intention to refrain from setting a quantified emissions reduction target until it has set up a robust GHG inventory.
Timor-Leste does not currently provide a quantified greenhouse gas (GHG) emissions reduction target, as the country is still developing a robust national GHG inventory system. Instead, its updated Nationally Determined Contribution (NDC) focuses on a portfolio of mitigation and adaptation actions organized under four strategic pillars: Climate Risk Governance, Nature-Positive Growth and Transition, Low Carbon Development, and Climate Change Adaptation and Resilience Building. These actions aim to strengthen institutional capacity, promote sustainable development pathways, enhance ecosystem protection, and improve resilience to climate impacts.
Climate Risk Governance: Strengthening climate-related policies, institutions, planning frameworks, and coordination mechanisms to support effective climate action and risk management.
Nature-Positive Growth and Transition: Promoting sustainable land management, biodiversity conservation, forest protection, and ecosystem restoration to support economic development while maintaining environmental integrity.
Low Carbon Development: Supporting the transition toward cleaner energy systems, sustainable resource management, and low-emission development pathways across key sectors.
Climate Change Adaptation and Resilience Building: Enhancing resilience of communities, infrastructure, natural ecosystems, and economic sectors to climate-related risks through adaptation planning and implementation.
*taken from the country’s NDC document
Sectors: Energy, Agriculture, Land Use, Land-Use Change and Forestry (LULUCF), Waste.
GHGs: Carbon dioxide (CO₂), methane (CH₄), nitrous oxide (N₂O).
Timor-Leste has adopted a gradual and institution-focused approach to climate action. Recognizing limitations in national emissions data, the country has prioritized the establishment of a comprehensive GHG inventory before setting quantified emissions reduction targets. Through its updated NDC, Timor-Leste is advancing climate governance, ecosystem-based solutions, sustainable development, and resilience-building measures while strengthening national institutions and policy frameworks.

Timor-Leste does not currently commit to a quantified GHG emissions reduction target. The country maintains its intention to refrain from setting a quantified emissions reduction target until a robust national GHG inventory has been established. Climate commitments are therefore expressed through mitigation and adaptation actions rather than a percentage reduction target.
Period: 2022 to 2030
Sectors: Energy, Agriculture, Land Use, Land-Use Change and Forestry (LULUCF), Waste
Projected BAU Emissions: Not specified in the NDC due to the absence of a complete national GHG inventory.
GHGs Covered: Carbon dioxide (CO₂), methane (CH₄), nitrous oxide (N₂O)
NDC: Timor-Leste’s updated NDC focuses on strengthening Climate Risk Governance, promoting Nature-Positive Growth and Transition, advancing Low Carbon Development, and enhancing Climate Change Adaptation and Resilience Building. The country aims to establish the institutional and technical foundations necessary for future quantified emissions reduction commitments.
Conditional / International Support Needs
Timor-Leste’s climate actions are highly dependent on international support, including climate finance, technology transfer, and capacity building. Priority areas include:
