Aligned with ACCEPT’s mission to strengthen ASEAN’s capacity in harmonising energy and
climate policy, the ASEAN Policy Dialogue on Low Carbon Energy System aims to facilitate regional dialogue and knowledge exchange to help ASEAN Member States (AMS) enhance financial capabilities, technological readiness, and policy coherence in their energy transition strategies. The
engagement also reflects Norway’s continued commitment to supporting ASEAN’s transition towards a just, inclusive, and low-carbon energy future.

Importantly, this policy dialogue also serves as the implementation of the Annual Milestone 2025 under the current APAEC 2016–2025, Programme Area No. 6 on Regional Energy Policy and Planning, specifically Action Plan 6.3: “Organise Regional Seminars on ASEAN Low Carbon Transition.” This milestone demonstrates ASEAN’s continued effort to translate strategic commitments into concrete actions through knowledge-sharing, regional coordination, and inclusive dialogue.

Objectives:

• Discuss ASEAN Member States progress towards low carbon energy system.
• Discuss the definition of just and inclusive within low carbon energy system.
• To understand the policy-making process which is relevant to ASEAN energy
  transition.
